Unlike other provinces, Quebec selects its own economic immigrants. The entry point is the Arrima portal — an online platform where candidates submit an expression of interest.
How the system works
- The candidate creates a profile in Arrima with education, work experience, and language level.
- Quebec regularly issues Invitations to Apply based on pre-defined criteria.
- When invited, the candidate applies for a Certificat de sélection du Québec (CSQ).
- Once the CSQ is obtained, the file moves to the federal level for permanent residence.
Priority to French speakers
Quebec clearly prioritises French-speaking candidates, especially those planning to settle outside the Montreal area. A DELF B2 or a TEF/TCF equivalent is a decisive advantage.
